The San Joaquin Valley Air Pollution Control District (Air District) is accepting applications for the Alternative to Agricultural Open Burning Incentive Pilot Program.
This program provides incentives to commercial agricultural operations located within Air District boundaries and allows them to chip or shred agricultural material. The material must be used for soil incorporation or land application on agricultural land as an alternative to the open burning of the agricultural materials. Complete applications are processed on a first-come, first-served basis while funds are available.
NOTE: Applicant must have not chipped, nor can begin chipping, any of the acres and/or orchard to be removed at the location referenced in their application until they have an executed voucher.
Eligible Maximum Incentive Amounts
The incentive amount is based on number of acres removed and the final disposition of the agricultural material. Total aggregate per-applicant incentive funding under this program shall not exceed $60,000 per year.

Application Process
- Applicant submits complete application packet to District staff (via mail, email or fax)
- Pre-inspection by District staff
- District staff issues voucher to applicant
- Applicant completes the project and pays in full
- Applicant submits a reimbursement packet to District
- Post-inspection by District staff
- Reimbursement is provided by the District, typically within 45 working days
